Willcox Savage is proud to announce that member Lisa Murphy has been named to the Inside Business Power List 2026: 75 Power Players, recognized for her leadership as Chair of the Virginia Beach Development Authority (VBDA).

Each year, Inside Business compiles its Power List to spotlight individuals who are actively shaping the region’s economy, including elected and appointed officials, business leaders, nonprofit executives, and key influencers working both publicly and behind the scenes. The publication develops its list by reviewing the prior year’s honorees, evaluating newsmakers from the past 12 months, and considering current and anticipated developments across the region.

As Chair of the VBDA, Murphy plays a central role in advancing economic development in the City of Virginia Beach. She leads the Authority’s efforts to support business recruitment, expansion, and job creation, while fostering collaboration between public and private stakeholders to strengthen the region’s economic vitality. Her leadership has helped guide strategic initiatives focused on business growth, workforce development, and innovation across key industries.

At Willcox Savage, Murphy focuses her practice on real estate development and land use, guiding clients through zoning, permitting, acquisition, financing, and leasing. She represents clients in securing rezonings, special and conditional use permits, variances, and other development approvals for projects ranging from large-scale residential and commercial developments to energy, telecommunications, and technology infrastructure.

In addition to her role with the VBDA, Murphy is deeply engaged in the community. She serves on the boards of Virginia Beach Vision and Junior Achievement of Greater Hampton Roads, and is a past president of both CREW Hampton Roads and the Hampton Roads Association for Commercial Real Estate (HRACRE). She is also a member of the CIVIC Leadership Institute Class of 2026, further reflecting her commitment to leadership and service.

Murphy’s recognition on the Inside Business Power List highlights her impactful leadership, professional excellence, and continued contributions to economic growth in the Hampton Roads region.
