Amelia is a litigator who concentrates on maritime and admiralty matters and also handles appellate issues, federal government contracts, commercial disputes, and insurance coverage. She joined Willcox Savage after earning her J.D., summa cum laude, from the University of Richmond School of Law. Her practice blends crisp writing with practical strategy informed by how complex matters move through both federal and state courts.
Amelia has represented dozens of vessel owners in federal actions seeking exoneration from or limitation of liability under the Shipowner’s Limitation of Liability Act of 1851. She is fluent with the Act as codified in 46 U.S.C. § 30501 et seq., and applies it to protect owners in the wake of marine casualties.
Serving as national maritime counsel to a large marine insurance company, Amelia advises on collision, property damage, and personal-injury exposures, aligns litigation and coverage strategy with underwriting goals, and helps drive consistent outcomes across jurisdictions.
Amelia successfully advised a federal contractor in renegotiating a teaming agreement for a multi-award Blanket Purchase Agreement that was a 100% Small Business Set-Aside for the Federal Motor Carrier Safety Administration.
Amelia represented a local shipyard in a multi-million-dollar contract dispute, during which she managed the review and production of tens of thousands of documents in initial written discovery, eventually culminating in an early settlement saving the client further litigation expenses.
