Real Estate Finance Closings, HUD and Tax-Credit Projects

Greg’s work spans the commercial real estate landscape. He advises developers, lenders, owners, and tenants in office, multifamily, retail, and extended stay hotel projects in Hampton Roads and nationwide. As former head of the Commercial Real Estate Section, he blends deep market insight with national reach to move complex deals forward efficiently. He has negotiated and closed billions of dollars in acquisition, construction, and refinance loans secured by office buildings, warehouses, hotels, shopping centers, apartment projects, and other commercial real estate, balancing lender requirements with business goals to keep capital moving and projects on schedule. His experience covers public private partnerships, tax credit equity, HUD and agency debt, and construction and permanent financing. Clients count on Greg for smart, practical solutions delivered with the firm’s hallmark responsiveness and business-first judgment.

Notable Work & Achievements

Norfolk Public Private Partnership, Mixed-Use Delivery

For a $171 million public private partnership in Norfolk, Greg represented the developer from early planning to close. The work covered an office tower, multifamily apartments, retail, and two public parking garages. He negotiated development, parking, and use agreements with City officials and closed a $58.6 million construction and permanent financing facility.

LIHTC Apartment Development

Greg represented the developer of a 240-unit apartment community in Frederick, Maryland. The capital stack combined Low Income Housing Tax Credits, a HUD construction loan, and bond financing from the Maryland Department of Housing and Community Development. He coordinated underwriting, approvals, and closing so construction could start on time.

Agency and HUD Financing for Multifamily

Greg also represented multifamily developers in negotiating and closing HUD 221(d)(4) and 223(a)(7) construction loans, HUD 223(f) refinance loans, VHDA construction and permanent loans, life insurance company loans, and numerous Fannie Mae and Freddie Mac securitized loans. He has delivered certainty of execution in ever changing market environments.

Walgreens Single-Tenant Development Program

Greg served as lead counsel to the developer of eighteen (18) free standing Walgreens drugstores. He managed site acquisition, financing, construction, leasing, and disposition for each location. A repeatable playbook reduced timing risk and improved exit certainty across the portfolio.

Biotechnology Medical Facility Delivery

Representing the developer of a multimillion dollar biotechnology medical facility, Greg negotiated construction contracts and related development agreements. He aligned risk allocation, performance standards, and delivery schedules so the owner, builder, and design team moved forward on a clear path to completion.

Distressed Debt Acquisition and Foreclosure Strategy

Greg guided his client through the purchase of a distressed loan and then acquired the collateral through foreclosure proceedings. He stabilized the asset, preserved entitlements, and positioned the property for new development.

Virginia Public Service Build to Suit

Greg represented the owner and developer in the negotiation, development, and financing of a build-to-suit facility for a Virginia public service company. He secured milestones, rent commencement triggers, and lender consents to keep delivery and occupancy aligned.
