Michael is a maritime, government contracts, and international trade lawyer. He advises vessel owners, operators, and insurers on casualty, injury, and property-damage claims, and guides companies through procurement disputes, bid protests, and tariff issues.
Before entering private practice, Michael served 14 years on active duty in the U.S. Navy as a Surface Warfare Officer and Judge Advocate, and now serves in the Navy Reserves as a Commander.
After the March 26, 2024 collapse of Baltimore’s Francis Scott Key Bridge following the M/V Dali collision, Michael joined the firm’s maritime team as emergency outside counsel to the State of Maryland, who advised the State of Maryland on its rights and options as early limitation-of-liability proceedings unfolded and investigations accelerated.
Michael has litigated a wide range of complex cases, from maritime claims to felonies. That breadth of experience translates into pragmatic case strategy and credibility with judges and juries alike.
Michael counsels businesses on navigating state and federal procurement—from bid strategy to protests and remedies. He translates shifting trade rules and tariff exposure into practical steps that reduce risk while keeping supply chains on schedule.
A graduate of the United States Naval Academy, Michael began his Navy career aboard USS ASHLAND (LSD-48), deploying to the Middle East and then guiding the ship through a mid-life overhaul in a Hampton Roads shipyard. He then served with Amphibious Squadron EIGHT (CPR-8), embarking on USS IWO JIMA (LHD-7) for a second Middle East deployment, where he supported multi-ship operations and joint tasking. At the Pentagon, he served on the Chief of Naval Operations staff, overseeing weapon-system program budgeting and lifecycle management. Selected for a competitive law school scholarship, Mike transitioned to the U.S. Navy JAG Corps, where he tried high visibility felony courts-martial as both a prosecutor and defense counsel, earning the qualificaiton as a military justice litigation specialist. He later transferred to the Navy Reserve, where he continues to serve as a Commander.
