Whitelow has joined the firm as a Vice President, bringing a decade of proven success in government relations, high-stakes advocacy, and strategic counsel across the Mid-Atlantic. Whitelow’s arrival expands the firm’s capacity to help clients navigate complex regulatory environments, secure major government contracts, and achieve critical legislative goals with measurable results.

Whitelow is recognized for his proficiency with large-scale funding agreements. His experience includes support on the $9 billion Airports Use Agreement and Premises Lease with the Metropolitan Washington Airports Authority, which established long-term financial stability and operational frameworks for Dulles International and Reagan National. He also helped secure $160 million in the Commonwealth’s budget for the Washington Metropolitan Area Transit Authority, a measure that was pivotal to regional transit solvency. In energy and utilities, he has advanced policy and development for organizations such as Strata Clean Energy and the Coalition for Community Solar Access, including expansion of Virginia’s shared solar program by 150 MW. He has advised American Fuel and Petrochemical Manufacturers and led mission-critical site approvals for data-center operators such as Cloud HQ. In healthcare and life sciences, Whitelow has guided regulatory affairs and policy initiatives for Novo Nordisk and Children’s National Medical Center, supporting continuity of care and a favorable environment for medical innovation.
